11cc Outboard Starting and Running Issues

11cc outboard
Dumas Hot Shot Sprint (Tunnel)
35% Sig Fuel
McCoy 8 plug
14 oz tank with 1 oz hopper
Low speed needle at factory
High speed 3 1/2 turns out

Had issues with enough pressure to keep fuel flowing. After priming, it would start, run at a extreme RPM (seemed like full open) @ 1/8 to 1/4 open throttle and die. Removed the hopper and tried again. Got it running, still seemed to idle at a very high RPM for 1/8 to 1/4 open throttle. About 10 laps... 1/2 tank of fuel it dies. Open needle 1/2 turn. Got it going again by priming... and it would not stay running consistantly. Tore carb down tonight and it's clean.... Read the manual over and over... I need help!!

1> Does the outboard make enough pressure for a hopper tank
2> Any thoughts on the extremely high idle?
3> Should I need to re-prime at every re-start

Open the main needle another full turn and follow these instructions

Thanks for the reply.

Would this explain the high start idle?

Also, does the exhaust pressure supply enough pressure for a hopper style fuel system?
