Bought brand new, thinking about actually using it. Have the original black muffler, what is the exhaust valve for? is it supposed to be linked to the carb? I'd appreciate any help you can supply, as my memory is not what it used to be and I have had this motor for over 20 years in the original box. Thanks

This is an exhaust baffle used prior to the advent of mufflers to keep the glow plug hot at idle.
Your engine did not come with a muffler and what you have is probably an aftermarket muffler.
The baffle was linked to the carb to close at idle. If you use a muffler you can lock the baffle in the wide open position.
